... not that he was a 'serious' character but i doubt there was any irony in his inception (it being the 90s and all)

Yeah, it's Senator Armstrong or the President from Metal Wolf Chaos. Not sure anyone else comes close.

A once relevant character who now lives only to dream about the glory days, whose modern resurgence was a pathetic attempt to recapture lightning in a bottle despite the entire world moving on. A character obsessed with guns and who thinks he can police the world. A character who has become a self-parody, a walking cliche, becoming the very thing it was created to supplant.

The only answer is Duke Nukem.
