I'm sitting here trying to understand the rational for this, the point where it all makes sense, and I'm getting nothing.
Why would a developer want to risk time, effort, and money making a game only for that game not to measure up to such high standards?
I applaud them for avoiding failing like the Ouya and instead finding a whole new way to fail.

Speaking to n3rdabl3 via podcast, Tallarico said that Intellivision's upcoming console(which does not have an officially announced name yet) will feature all new games, all of which will be exclusives
"We are paying people, very talented people," Tallarico said. "We have big publishers, huge publishers, mid-size publishers, we've got big developers, we've got small developers, medium developers, and if there's a concept that they bring to us, then we're going to take all of the risk away from them, financial risk as well, and we'll front-load all of the royalties."
Those games, too, will be cheap; between $3 and $7. Though Tallarico didn't say outright what kinds of exclusives the console would have, he gave a bit of a hint later that at least some would be enhanced versions of Atari classics. As he put it, "Imagine being able to play Pitfall 40 years later with completely amazing photorealistic graphics, incredible movie sounds. We're not going to mess with the thing that made the game super popular."
Which is a hilarious thought because back in the mid 90s Tommy was done with baby 2D.This feels like the midlife crisis/desprite clinging to youth of consoles. "It will be just like I was a kid. It will be a pure experience where all the games are pefect and it won't have any of that 3d shit".
This will likely fail, but I guess good on them for trying.

Games will either end up being really shallow and cheap, or not able to realistically make up any cost of developing it.

I don't think they're looking at reviews. They'll have people test the games out to determine if it's good enough to be released on the platform.I guess it aims to be the console of choice for little kids, now we can agree or not with the policy... but objectively there are 2 points that are conflicting:
-no ports
-at least 7/10 score
if a game is a port they know if a game is a 7/10 and to accept it or not, but if a game isn't a port how can they know if it's at least 7/10? Will a game be available only if it gets at least 7/10?
