The reality is those people are absolutely not ok with queer characters, they only say they are to avoid backlash. "Crammed down my throat" really just means "depicted on-screen in any way", and as you say, when they're not depicted on screen these people try to downplay or deny the character's queerness. The character is either not queer, or rammed down your throat, there's no winning with them because they don't want queer characters to exist, period.I think the focus on the kiss relates to how many people tried to dismiss Ellie's sexuality after the Left Behind DLC. It was not uncommon on various sites to see comments saying that players could not call Ellie a lesbian or queer because the kiss was too "ambiguous". Or that Ellie was too young to have a real sexual preference.
In a broader sense I think it relates to the sort of catch 22 queer representation seems to have. Many people online like to say they are fine with queer characters so long as their sexuality is not crammed down the audience's throat. However when their sexuality is not directly stated many will, as seen with Ellie, try to claim they are not really queer.
I think many fans are feeling happy about the kiss not because they were surprised Ellie is a lesbian, but because it demonstrated that her sexuality would not just be an informed attribute that could be casually ignored. Ellie is gay, and that will have an impact on her character's story.
I hope this explains a little about why some people are really excited.
