Bayern is on an unprecedented run right now, even by their standards. At the moment, yeah UCL might really be the bigger goal, as far as players and fans are concerned.
But Bayern's main focus is still the German crown, that's their bread and butter. Winning UCL or not will not get a coach fired, but when the Meisterschaft is in danger you are gone (ask Ancelotti).
That's not why Ancelotti was fired... Hell it took the humiliating 3-0 European loss to make it happen, he was still in the title race even after the two draws inbetween the PSG series. Carlo completely lost the team to the point that major 5 players basically said they were thinking of leaving. Some people even speculate that Lahm and Alonso retired a year early due to Fraudcelotti. The German crown is the main focus because it's the easiest to win, as to take away pressure from them. No one sane is going to say the thing you've won 4, 5, 6 times in a row is more important than.. you know, the most important trophy in club football.
That said, Kalle and Uli aren't politicians and don't have any reason to sugarcoat stuff. They are both club legends who don't have to fear for their jobs at all.

Sorry, but calling them incompetent is really hyperbolic. Bayern is probably the best run club in world football, considering the "bang for the buck" they are getting, the infrastructure and the financial stability. Most of this was done by Uli Hoeness, tho. Kalle joined him later. They also have some of the smartest business people in Germany on their board (Allianz, Adidas).
They're incompetent in certain aspects, don't think of the term so generally. Uli went to jail, and the club went along fine in most aspects for example. I don't want either of them fired even if they keep fucking up, the devil you know in this case is better. However not blowing their wallet only on catastrophic events is obnoxious and incompetent. Teams they need to beat in Europe? Well, I give you that. Bayern is in a frustrating place right now. Too good for Arsenal and Porto, not good enough for Barca & Real.
I don't really get what you mean with "going after world class players". Bayern has a ton of them on their current squad and they are about to add Goretzka, who has all the tools to get there. But again, Bayern has never and will never be in the market for the Dybalas and Griezmanns of this world. Others are willing to pay more.
Just like they weren't able to buy Cruyff, Maradona, Romario, Zidane or C.Ronaldo in the past. Those guys don't go to Germany, even if the money is right.
If Bayern wants to get a world class player, they need to develop (Lahm, Müller) or get him from within the Bundesliga (Lewandowski, Neuer).
I don't fear any team in Europe, nor do I think Bayern needs to at all. Hell Bayern would have beaten Madrid if it wasn't for refs, which to you they're clearly below. The only thing I agree with you on, is that Bayern had some fuck ups while Uli was in jail. Kalle's dream of making Bayern a global superpower has cost them. They brought in too many Spanish speaking players and became too international.
Meanwhile, studs like Werner, Leroy Sane or Goretzka flew under their radar.
Goretzka didn't fly under the radar, Gerland sugested they go after him even then. I'm pretty sure he wanted to stay at a smaller club at the time, and nothing materialized too much.
