Most devs don't own the games they make. The games are usually owned by the publisher so in this case, Sony.
Their shareholders want to see MAUs. Getting those numbers up is more important to them than selling in those countries.
I honestly think someone at Sony was not happy with Arrowhead PR making that recommendation to break the PSN ToS. And that made them go for the nuclear oprion to ban sales there altogetherEven if it is technically not enforced, asking players to break the TOS to play their game is insane. That should not be the official stance of any company. Blocking from sale makes sense if they do proceed with this.

Because we have been using fake PSN accounts for 15 plus years and no one has ever get banned for it .

Yep, I really feel bad for Arrowhead here. They launched this game at $40. Everything is earnable in game, you can grind to buy everything including the battle passes. They have done a tremendous job building a community and having a great time with the players. All of it crashing down because Sony didn't just stick to the requirement from the job. It sucks.
