They've made it clear they are not interested in entering the spec race against the big boys so a home console only is unlikely (who would give a damn about an underpowered device?), and a handheld just isn't viable in today's market (not to mention the Switch makes such devices perfectly obsolete).
Only kind of console I could see from them would be something extremely unconventional (think Wii on steroids), but even then, they'd be diverting dev ressources away from Switch family and not sure that's something they'd want.

Hardware will see big decline this year, maybe 400-500k down, but software will be flat or up. OLED model will help hardware at Q3 and Q4 to remain closer to 2020 so even if they also see drops they won't be so big.
No doubt, but pubs must know that delays are still an option. Especially seeing what happened with Cyberpunk a few months before.
