If they're really releasing the game with 8+ years of content including licensed items, it's probably either an issue with IP rights or localization issues.

From the looks of it, Sega Europe is waiting for approval for the EMEA regions.
At least Xbox Apps are Universal. So even if you have a euro account you can play it on it.

Some please explain to me what's up with just Europe? Is there some mess of licensing or legal issues? I've always wondered what took the game so long to leave Japan just in general.
Gaming standards usually cover all of the Americas (United States, Canada, Caribbean, Central America, Mexico, South America ).
Online game operators, however, may elect to separate certain regions independently, depending on where they are legally permitted to operate the game. This sometimes turns into splitting off LATAM entirely, or just larger markets, like Brazil.
They'll probably announce accessible regions fully closer to beta/release. NA in terms of online games tend to only include US, CA, MX, and the Caribbean.
Looks like it's excluded. Otherwise, Sega would've said "Central America" and "South America", since it's an online game, there are based on regions.
They never said such a thing for the original PSO, and it could be played if someone paid for your Hunter's License.

gacha games are still releasing in Europe even after the whole thing about lootboxes blew up though, some are only in NA/CA like Magia Record and FGO

Uh, no they don't. Tons of games just release in english over here, that shouldn't be too hard, considering there should be an english translation with it coming to the US.
Highly doubt they bringing the PS4 version to the west. It looks like MS has a deal.
Could be a temporary exclusive like Pubg , but for now it looks like MS is footing some bills. So I dont think there will be a PS4 version at least for the next year.
What an absolute nightmare; to be within touching distance only to have the game yanked away for now. SEGA asking for more patience is like a poke in the eye after so many years already. Either get all your ducks in a row or don't announce anything.

In a way this is even worse because both NA and PAL regions have been waiting for such a long time already, so when that trailer started playing, it felt like a big relief. The trailer already gave you a "Finally!" moment, but then you find out that only the other region gets the game, so it's like someone pulls the chair from under you.
Yeah whatever worst case i need a VPN to connect but i doubt they will actually bother to ip block eu players, PSO2 JP was totally playable from here cause most of the game runs on the client and not server.

How about the company does a proper job and actually publishes their game everywhere? Nearly no company has a problem with that nowadays. Sega had this issue for two decades and has never done any effort to fix that.
Most sega games release in english only in europe. Not a problem.
If you know it's frustrating then do something about it, dammit.
