Also, I wonder what the legal basis would be for Germany to ban the game. I can't think of any.

Two options: Indexing or child porn. Indexing is not an actual ban but it must be sold under the counter and only shown to adults, Steam may not be willing to fulfill the requirements for that and just blocked it for simplicity. Alternatively if some official instance figured those characters look too young then it might get flagged as child porn. Very unlikely though since that kind of review wouldn't happen so quickly for an indie game (OTOH the USK thought that Gal Gun 2 looked too child porny and refused a rating for that without any court action).

The ban in germany does not have anything to with the actual content I guess. It is more like Steam doesn't really check if you are over 18 and those games need those checks.

This doesn't seem like a list of countries you want to be on. Just based on clustering in other matters :P
From what I understand, the German games press made a stink about it which resulted in the USK making a stink about it. The developers then decided to not risk a legal punch-up and decided to not sell it in Germany, and then proceeded to ring a lawyer to list the countries that would also threaten legal fisticuffs if they proceeded to release there. Hence, this list.

I think they can still buy the censored version on Steam, and then the developers allow you to download a patch from their website to uncensored it.

Pornography is automatically indexed in Germany. Not a ban but it can't be advertised publicly or sold to minors so they gotta pull it.

I've looked it up and, apparently, the dev decided against releasing the game in Germany because they didn't submit it to the German rating board and, by law, access to games which have not been rated has to be restricted. Steam, at this point in time, apparently cannot offer the kind of restriction the law requires so, to avoid any potential liability, the dev decided against a German release. So it's got nothing to do with the pornographic nature of the game, it seems.
