Build on the freedom of choice in missions. This started to be developed in GTA5 but was very limited, I'd love to see what has been done with MGS5/BotW brought into the series and developed more.
Oh so much this!Every song from the radio as collectibles for your custom playlist. Like how in The Phantom Pain you found the cassette tapes. It would give me major incentive to go around collecting 400 things dotted across the map.

damn dude, you came prepared lol- Better weather/sound effects (wind, rain, etc)
- Less input lag (consoles)
- Less loading screens
- Better AI / Smarter NPCs / Cops who aren't stupid
- Female protagonist
- Better story/characters/sidequests - Story where the protagonist aren't doing missions on pressure from authorities (This is getting old, Rockstar)
- Dating system
- More RPG elements
- Gyms that works
- Real time aging system
- Better radios

You just described Driver: Parallel Lines.For me it has to be a return to vice city but with a twist.
You play a story spanning two timelines. One is back to the 80s and one is current day. Your actions back in the 80s dictate who is around in the current day and what the city looks like.
Your choices change the protagonists you face off against in the current day and some key mission objectives.
This will satisfy both fans that hark back to the original vice and those that want something fresh.
Freeroam will be available in both timelines of course.
Just thinking what the neon drenched 80s vc would look like on the current or next gen consoles. Will be a sight for sure.

This sounds more like Watch Dogs 3, In GTA you play criminals trying to make money. If anything you would be the Frank Underwood character in GTA DC.I agree with OP completely.
Also my ideal setting is DC/Baltimore, having a politically charged theme where you fight corruption and dirty government on Capitol Hill. Basically tumbling a House of Cards in GTA form, taking down a Frank Underwood figure and a well protected criminal Congress, Supreme Court, and eventually White House.
It could be extremely controversial to have assassination missions such as these but as long as you avoid too many parallels with real-life, existing figures it should be fine. Its time to have a AAA game willing to take on these themes.
