the making-of of the reveal trailer shows that it was a huge effort for masking a game that still wasnt there and took a great ammount of time to complete. That they didnt make it in time is very much possible.

Damn sucks to hear about funding issues , one of my most anticipated games for this year , always thought it was odd it didn't appear at the game awards .
