Here's what was covered:
Vic acknowledges that he was not sensitive to others' boundaries and that he neglected to ask permission to kiss/hug people. He apologizes and says it was out of the assumption that everyone would want such attention from him because that was his idea of the norm.
Vic denies any assault or molestation accusations. Rounds back to the assumption that it was the norm for everyone to love him.
Vic apologizes to his fans that may have been attacked for defending him.

The speech, given at a fan panel dedicated to him, is an apology to those who don't need one; his loyal fans. It's as big of a "I did nothing wrong" as anything. He's saying all this to a captive audience who were there expressly because they believe and support him. He might as well be saying all this to himself in a mirror (which he probably did before the panel). That, and if anyone were to stand up and question him about this, because it's a moderated panel they would have likely been escorted out via security. He had nothing to lose by giving this speech and his gain was reinforcing to his fans that he's "just a normal guy who makes mistakes" and not someone who uses his position of power to manipulate people.
He fails to acknowledge the more incredibly troubling allegations so I'm not taking it seriously.
