None of the staff listed are networking specialists. So they are obviously working with a server management company or an outsourced networking team.
While network technology has gotten better over time, when server traffic exceeds the demand of what you can support, Not even with the latest in network technology can ignore the fact even if throwing more servers to meet the excessive demand can be a workaround, however you also need manpower to manage them. That seems the likely scenario here.
Unless the studio has brought more staff on board since then, still for what they accomplished visually and gameplay wise. It's pretty impressive. I still think they should have anticipated server issues leading up to the release and had a contingency in place for P2P as a stopgap until they could reasonably balance their server load.
