FWIW, topless is allowed in plenty of public swimming pools all over Spain. AFAIK it's pretty much the rule and not the exception. And generally speaking, wherever there are rules about not allowing it, they are seldomly enforced.

If you happen to make eye contact with someone topless just follow the unwritten rule of looking naturally at the person, look away and don't look again.
I think toplessness and nudity in public shouldn't be banned anywhere. It would help society to develop a more healthy body image for all sexes and help dissociate the idea of nudity from being a purely sexual thing (which you'd hope would reduce objectification of people based on their appearance).

If something that is naturally seen as very sexually attractive by most men is made to be normalized then it desensitizes them to it. Which leads to their standards increasing and even leading to them feeling unsatisfied.
This could also put pressure on women to feel more insecure about their appearance. Women tend to get much more affected when comparing their physical appearance to other women than men do. You can see how social media (e.g. Instagram) has impacted young women's mental health. I am not saying it doesn't happen to men too.
Lastly this could actually lead to more objectification. It's easy for people to say it would reduce objectification, but will it really? There are going to be a huge number of men who like this just for the sake of objectification.

Some people (straight guys) *are* going to enjoy seeing more topless women around. As long as they aren't actually disturbing anybody, nobody really cares, I think.
The real issue at play here I think is that women's breasts are generally/often seen as things men (like to) stare at (sexually) first and actual body parts belonging to actual people second, and my understanding of the topic is that since the latter is obviously far more important women themselves should have control on whether they cover them up or not
It's not to say anyone who feels sexual attraction to topless women is sexist or a pervert or anything of the sort, the argument is simply that people's bodies are not inherently sexual and that other people's sexual ways of looking at you has no good reason to constrain what you have the right to wear or not wear
