There is clearly a difference between letting cats out and letting cats in a largely safe area out when there is a risk of being hit by a car. When we've lived with a road out the front they stay out the back only, else I've always lived down snicketts off of actual roads. It's not an argument about not letting cats out, it's just you don't do it if it's in a risky scenario (UK here again so no predators but as others from US have stated makes sense with predators too). If people can't make basic risk assessments in their head seriously need to think about looking after another animal.

We live on a busy street in the city, so our cat is mostly indoors only, but we let her go outside with us on the back patio.

As an side, our neighbors let their cats shit all over their yard and don't clean it up, which drives me insane during the summer. It's not compost, it's gross and it smells.
