I think a lot of it has to do with the era we are in. Even though the Chris Brown thing wasn't that long ago, it was still before things really blew up online the way they do now. R kelly, Chris Brown, Kobe, Ben Roethlisberger, Michael Jackson are a few of a number of celebrities whose careers would probably be far different if their scandals happened in 2018.

Dude, OJ Simpson beat the shit out of Nicole Simpson in 1989 and no one gave a shit; in fact he was in multiple major films afterwards. Kobe Bryant (allegedly) raped a white chick and no one cared. Can we put down the "black misery porn" just enough to acknowledge that Chris Brown beating up a white chick wouldn't matter anymore than him beating up global superstar Rihanna mattered? IE not at all.
The reality is that men, especially famous/rich men, get away with violence against women all the time. Brown's fanbase consists of young girls and women who not only love him but love his destructive behavior. It's the "I can change him" dynamic, I guess.

90% of them are an act. Everyone knows. No one cares if they putting good tunes out.
Lots of those plaques that he got last year were simply due to the the RIAA awarding them that year, not that all of his music that year did amazingly well. Also, most of the plaques he got were for his older catalog of songs, not anything new. Furthermore, he used some very creative accounting to reach "40 plaques in one year". i.e.: Forever (A song from a decade ago and was certified as 4X platinum (it very likely achieved all of it's sales sometime last decade as his catalog sales are awful) is 4X platinum, so he's counting the fact that it was awarded a Gold Plaque, 1X Platinum Plaque, 2X Platinum Plaque, 3X Platinum Plaque, and 4X Platinum Plaque as 5 Plaques. When you take out all the things he double (or triple or quadruple counted) and all the catalog singles, you're left with two plaques for his last album, one gold and one platinum. And in this era where plaques are much easier to get due to Youtube and such counting for these plaques, it really brings things into perspective. His recent album has only sold 80k pure unit sales and has been certified platinum by the RIAA.

He's had some hits since the Rihanna incident but his success has cratered at this point. He's successful for a R&B singer, but before, he used to be successful in general.
