Yeah, if you are unfamiliar with the Nvidia Control Panel, load it up (right click on desktop > Nvidia Control Panel, if on W11, you might need to check "more options" first) and from the left menu, select "Manage 3D Settings":
Click on the "Program Settings" tab, and from the drop down menu, select MK1 (should be named MK12.exe). If it doesn't appear, you can choose to find the program and select the binary from the install path folder.
Once you have selected it, simply scroll down the menu (like the one on the pic above) and find "Power Management mode". From there, select "Prefer Maximum Performance", just like in the screenshot.
As for the FPS cap, it's the second to last option. Enable it and set the value you want (use 60 FPS).
Give it a spin and report back. I've seen some stuttering still, but much less noticeable and much less frequent. It's very apparent from the very start menu video.
