That's the rule in the AAF right now and i think it works there because that league ultimately is about developing players for the NFL.
For the NFL i think this is crazy. Forcing a late field turnover should be really hard as it is. Converting a 4th and 15 is a gazillion times easier than an onside kick. You are just rewarding a team that got themselves in that situation to easily revert it in the end.
