Varies from game to game. The most recent one, BotW Link, is technically 100+ years old. Biologically he's over 17 because he was old enough to go to a region in Hyrule that bans people who aren't of age from entering.

I can see why people find him hot but nope. Not for me. Plus, Richter is an outlier. I'm not generally attracted to super lean or toned guys. Give me Richter with a dad bod and by golly.
I will say that the next 3D Zelda will probably have a greater emphasis on facial expressions Ć la Mario Odyssey, since it won't have Wii U constraints to worry about. Link's menu animations were nice in BotW, but he could be somewhat stone-faced ingame.
Let it never be said that Nintendo doesn't wink at certain, sexier, elements of Nintendo fandom.

Most of the 3D ones he's an adult. OOT adult link set a mold for TP, SS, Hyrule Warriors, and BoTW where even if its not directly stated, it's implied by design. And chibi art aside who the fuck knows whatever the hell is going on with Wind Waker.
