If this is a loot/GaaS game by Rocksteady that's going to be a collosal waste of talent, these guys make some the best single player games in the business, they completely overhauled superhero games, to see that creativity spent on ways to obtain everlasting loot is a great shame. Dammit.

Still, on a fundamental level, I share your concerns. But all signs have prepared us for something like this for the past 5 years or so.
Taking a pre-existing leak and applying it to something else is usually a good sign that it's fake. Nothing is ever leaked the same way twice.
Yeah... This reads to me like a teenager's idea of a business document vs. an actual business document. But I guess you never know.

If it's Suicide Squad, it's probably "hey make your own shitty supervillain to go on these missions" as opposed to you playing as specific characters.

Would make sense, could easily have a mix of ranged and melee weapons with skill trees being your super villain powers.
I feel like there's enough DC B-Listers that you could use them as a basis for character classes, with costume tweaks for further customization. Like maybe you have a Level 32 Deadshot, but depending on the mask you have different abilities.
